ATP is a diverse membership organization. It has four
divisions, each focusing on a specific area, including:
- Certification/Licensure
- Clinical
- Education
- Industrial/Organizational.
·Certification/Licensure
Members of this division include publishers of
professional certification and licensure exams, managers of information
technology (IT) certification programs and test delivery channel vendors.
Clinical
The Clinical division consists of ATP members with an
interest in tests that enhance clinical, diagnostic or therapeutic
decision-making by qualified professionals. Members of the Clinical division
publish tests of intelligence and cognitive ability, academic skill and
achievement, emotional status, personality style and type, and behavior
problems, as well as many others.
Education
The Education division of ATP includes organizations
engaged in the educational testing industry from K through 12 school systems
to higher education to corporate training programs. The Education division
promotes good testing practices and stresses the importance of assessment as
an integral part of the educational process.
Industrial/Organizational
This division of ATP concentrates on the development of
quality assessment tools for selection, placement, classification and
promotion of working individuals. Members take an active role in creating
and promoting best practices that affect test use within private and public
organizations.
ABOUT ATP’S MISSION...
Today there is strong and growing interest in the use of
tests and assessments. Standardized tests and assessments in many
disciplines are the accepted method to measure skills, knowledge and
interest. These tool are used for selection, screening, certification,
licensing, educational, and clinical purposes. Tests and their results
influence millions of lives every day, whether it is in school, at work, or
in other settings.
The Association of Test Publishers, was founded to promote
and develop testing and assessment best practices and to facilitate an
environment that would benefit test-takers, businesses, educational
organizations, and society in general. Led by an Executive Director, a Chair
elected for a one-year term, and Board of Directors comprised of recognized
leaders in the test publishing community, the Association charges itself with defining professionalism
for assessment and ethics, and promoting adherence to these principles. To
achieve this purpose, ATP focuses on two initiatives: advocacy for the
industry and education for its members.
Advocacy
ATP monitors legislative, legal and regulatory bodies that
commonly deal with testing issues. This effort reflects its mission to
inform the public and governmental bodies about the contributions and
critical role that professionally developed and administered tests play in
our society.
Education
ATP provides educational and training programs for its
members including newsletters and journals, conferences and annual meetings.
Through its programs ATP fosters an environment that promotes the exchange
of ideas on testing issues and trends.
Because well-developed tests are a valid way to assess
knowledge, skills and aptitudes, it is imperative that the testing community
promotes and adheres to professional, fair testing methods and practices.
Well-developed tests can influence the adoption of teaching methods, the
diagnosing of learning disabilities, the accepting of college applicants and
the hiring of new employees. And ATP supports the development of tests that

Chris Gruber, Ph.D. — Chair
Vice President Research & Development
Western Psychological Services
Chris has been active in ATP from the outset, having
served several extended terms as Chair of the Clinical Division. In
addition, he chaired the ATP Standards Committee during the recent revisions
of Standards for Educational and Psychological Testing, a three-year process
that shaped many elements of the Standards to better meet ATP members’
needs. He has also played an active role
in helping to formulate and implement major initiatives on copyright
protection, and test security, as well as leading the process of negotiating
with APA to provide more acceptable exhibit hall conditions for test
publishers. For the last two years he has also worked on the Conference
Program Committee, helping to identify appropriate content areas that
address divisional and cross-divisional interests. As a result of these
activities, he is very much aware of and committed to meeting the strategic
challenges facing ATP.
Wayne J. Camara,
Ph.D. -- Past Chair
Vice President for Research and Psychometrics, The College Board
Wayne J. Camara, Ph.D., is Vice President for Research and Psychometrics at
the College Board. Prior to joining the College Board in 1994, Dr. Camara
served as Assistant Executive Director of Science at the American
Psychological Association (APA). While at APA, he directed governance and
scientific involvement in policy and research activities concerning testing,
and research funding and directed the revision of the Standards for
Educational and Psychological Testing. Dr. Camara has assisted federal
agencies in developing regulations (e.g., Civil Rights Act, ADA, Goals 2000,
integrity testing) and has testified before Congress and state legislatures.
His principal areas of research are standards and professional practice in
testing, test validity, fairness, testing accommodations, and ethical issues
in testing. Dr. Camara is a fellow of APA (Divisions 1, 5, 14), and past
president of Division 5. He has also served on the National Council on
Measurement in Education Board, the DoD TAC and is a member of the
Pennsylvania State Assessment Program TAC.
Casey Marks, Ph.D. - Chair Elect
Associate Executive Director, Business Operations
National Council of State Boards of Nursing (NCSBN)
Casey Marks, Ph.D., is the Associate Executive Director, Business
Operations at NCSBN. He serves as chief operations executive leading in the
development of the strategic plan and in the formulation of programs to
advance the mission and vision of NCSBN. With over ten years of experience
in large-scale assessment, he has published and presented extensively and is
seen as an expert on issues related to adoption and vendor transition of
Computer Based Testing for high-stakes, large-scale testing programs. Casey
has a long history of involvement and volunteer service with testing related
organizations such as American Education Research Association (AERA),
National Council on Measurement in Education (NCME), Council on Licensure,
Education, and Regulation (CLEAR), National Organization for Competency
Assurance (NOCA), and the International Test Commission (ITC). Involved with
the ATP Annual Conference since 2001, he currently serves as the Chair for
the Licensure/Certification Division of ATP. As Division Chair, he has led
the effort to integrate the former Council for Secure Testing (CST) into the
new Test Security Initiative for ATP. Casey holds a Ph.D. in Psychometrics
from the University of Chicago. He is married, with two children and lives
in Chicago, IL.
Betty Bergstrom, Ph.D. -- Board Member
Vice President of Testing Services, Pearson VUE
As Vice President of Testing Services for Pearson VUE, Dr. Betty
Bergstrom leads the Content Development, Technical Implementation and
Measurement Services teams. Her staff supports client programs for job
analysis, virtual and in-person question development, building and
updating computer-based tests (CBT), and the statistical analysis of
questions and tests for the certification and licensure markets in the
US and world wide. Betty has over 15 years of experience with
computer-based testing and has research expertise in the areas of Item
Response Theory (IRT), equating, standard setting, computerized testing
and adaptive testing. She has authored numerous articles and
publications relating to computer-based testing. Betty earned her Ph.D.
and M.S. in Measurement, Evaluation, and Statistical Analysis from the
University of Chicago. She is a member of the American Educational
Research Association, National Council on Measurement in Education,
Society for Industrial Organizational Psychology and the American
Psychological Association. In 2006, she served as the Program Committee
Chair for the ATP annual meeting.
John Fremer, Ph.D. -- Board Member
Founder and Senior Director, Caveon Test Security
Dr. John Fremer has 40 years of experience in the field of test publishing
and test program development and revision, including management level
positions at Educational Testing Service and The Psychological
Corporation/Harcourt. Currently, John is founder and Sr. Director of Caveon
Test Security. In his 35-year career at Educational Testing Service, Fremer
led the ETS team that worked with the College Board to develop the current
version of the SAT. Fremer is a Past President of the National Council on
Measurement in Education (NCME) and a former editor of the NCME journal
Educational Measurement: Issues and Practice. Fremer also served as
President of the Association of Test Publishers (ATP) and the Association
for Assessment in Counseling (AAC). He was co-chair of the Joint Committee
on Testing Practices (JCTP) and of the JCTP work group that developed the
testing-industry-wide Code of Fair Testing Practices in Education; one of
the most frequently cited documents in the field of educational measurement.
Fremer is a co-editor of Computer-Based Testing: Building the Foundations
for Future Assessments, (2002, Erlbaum.)
Scott Hamilton, Ph.D. - Board Member
Senior Vice President, Profiles International, Inc.
Active in ATP for 10 years, Scott Hamilton, Ph.D., has served as
Secretary, Vice-Chair and Chair of ATP's Industrial/Organizational Division
and also as a member of both the Program and Sponsorship committees for
ATP's Annual Conferences. As an officer for the I/O Division, Scott has
represented the Division at many ATP board meetings. He has worked to allow
both small and large companies become more involved in ATP. As a Board
member, he will continue to represent the interests of all members. Scott
is a Senior Vice-President and Director of R&D, for Profiles International,
Inc., a founding member of ATP. His graduate education is in Counseling and
Clinical Psychology, with minors in Research. Both Masters and Ph.D. were
granted by University of North Texas. Scott is acknowledged as expert in
assessment development and associated research, to include the design of
web-based assessments. He has provided consultation to businesses in HR,
personnel evaluation and selection, information systems, and management
development for over thirty-five years. He has served on the board for
several organizations in the public and private sector and maintains active
memberships in the American Psychological Society, the Society for
Industrial Organizational Psychology, and a foreign affiliate of the British
Psychological Society.

Marten Roorda - Board

Chief Executive Officer, Cito
Marten Roorda is Chief
Executive Officer of Cito, Europe’s leading testing and assessment company,
based in Arnhem, The Netherlands. Cito’s testing expertise and technology is
renowned and respected all over the world. After Marten joined Cito in 2002,
the company expanded internationally, opening branches in Germany, Turkey
and the US, and an agency in Japan. Cito activities are in education,
certification, test development and CBT. The company performs projects for
international organizations: the WorldBank, the OECD and the European Union,
and gives expert advice in many countries. Previously Marten held management
positions at Reed Elsevier, after having an editorial career and starting up
a literary publishing house. He was a keynote speaker at the Association of
Test Publishers Annual Conference, 2004, in Palm Springs. It has been his
personal initiative to found the European Division of the ATP. The ATP Board
of Directors recently voted to create a fifth division comprised of European
testing companies. The Division will become active early in 2006. Marten
graduated as a master in Dutch language and literature. He is the author of
publications on testing issues. Marten is 44 years old and lives in Utrecht,
The Netherlands.
Carol Watson -- Board

Carol Watson is President of
Pearson Assessments. She has been extensively involved in ATP. She has
served as Chair and Co-Chair of the Clinical division, and was on the
Program Committee for the 2001 ATP Conference. Ms.Watson has over 20 years
in the test publishing industry, including the Clinical, Education, and
Industrial markets. She began her career in test publishing in 1981, with
Compu-Psych, a pioneering company in computerized psychological assessment.
After NCS acquired Compu-Psych in 1983, she held several positions at NCS,
until joining AGS in 1990. She rejoined NCS in 1992. Ms. Watson graduated
with honors from William Jewell College, and completed the Minnesota
Executive Program at the University of Minnesota.
Philip Young, Ph.D. -- Board Member
Executive Director of Program Procurement, ETS
Dr. Philip Young is currently the Executive Director of Program Procurement
for large scale assessment programs within the Elementary and Secondary
Education Division (K-12) of ETS. During his four-year tenure at ETS Phil
has overseen the development of a proposal development and sales unit that
has won significant state and district assessment business, and helped push
the K-12 Division’s total annual revenue over $150 million. Phil began his
assessment career in 1986 with The Psychological Corporation (Harcourt) and
also worked for Riverside Publishing for three years before joining ETS in
2002. Prior to his assessment career Phil taught graduate and undergraduate
students in Educational Psychology at Towson University for fourteen years.
Altogether, his teaching and business careers have spanned 37 years.
Phil earned his Ph.D. from Northwestern University in Evanston, Illinois.
He lives in San Antonio, Texas with his wife, Mary, and has three grown
children. He is currently Chair of the ATP Education Division and is also a
member of AERA, NCME and the National Association of Test Directors (NATD).
He is a frequent public speaker on assessment topics and has been active in
following and helping influence legislative actions affecting assessment.
OFFICERS
William G. Harris, Ph.D. — ATP Executive Director
William G. Harris serves as the executive director of ATP,
the leading association of test publishers. As an advocate for the testing
industry, he frequently provides expert testimony on legislative initiatives
on testing and assessment at the federal, state, and provincial levels. G.
Harris holds a doctorate degree in Psychology from the University of
Massachusetts at Amherst and a master's degree in Business Administration
from The Fuqua School of Business at Duke University. His areas of interests
are industry-wide issues including e-testing, test security, digital
copyright, and the impact of the Internet on the economics and future of
testing. He presently serves as the co-executive director of the IT
Certification Security Council and is a member of the Secretary of Veterans
Affairs’ Professional Certification and Licensure Advisory Committee. G is
both a member of the Code of Fair Testing Practices in Education Task Force
for the Joint Committee on Testing Practices (JCTP) and the Steering
Committee of the Fair Access Coalition on Testing (FACT). In addition, he is
a member of the editorial board of several leading scholarly journals.
David W. Arnold, Ph.D., J.D. — ATP General Counsel

David W. Arnold is
General Counsel at Wonderlic, Inc. Prior to joining Wonderlic he served as
Vice President-Development and Professional Compliance with Pearson Reid
London House. He also has served as General Counsel
for the Association of Test Publishers since its inception. In this
capacity, Dr. Arnold monitors relevant legislation and has testified on many
occasions before various federal and state legislative committees on issues
related to testing. Dr. Arnold’s prior background includes positions with
civic and academic organizations, in addition to corporate assignments with
Supermarkets General Corporation and United Airlines. He holds a J.D. from
Loyola University Law School and a Ph.D. in industrial psychology from the
University of Nebraska. He is an active member of the American Bar
Association’s Section of Labor and Employment Law and the Society for
Industrial and Organizational Psychology ("SIOP"). David is also Past Chair
of the American Psychological Association’s Committee on Legal Issues and
currently serves on the State Affairs Committee of SIOP. David has also
written hundreds of articles and made numerous presentations regarding
testing, as well as relevant litigation and legislation.
John Oswald - ATP Treasurer

John Oswald has been a test publisher for more than thirty
years. Prior to joining the Educational Testing Service (ETS) this year, he
served as President of Computer Adaptive Technologies (CAT) and Riverside
Publishing. During those years, he worked in all four areas of testing
served by ATP, which include education, clinical, industrial and
certification. He has experience in test development, research and
psychometrics, selling, marketing, scoring, interpretation and use, and in
computerized testing. He served on the ATP Board from 1997-2001, and was
Chairman and President in 1999-2000. He also served for years on the Test
Committee of the Association of American Publishers. He is a frequent
spokesperson in the media and presenter at professional conferences and has
addressed numerous legislative committees and state and local boards of
education about testing.Past chair and co-chair of the Clinical Division.
Gerald L. Borofsky,
Ph.D. — ATP Secretary
Bay State Psychological Associates, Inc.
President of Boston-based Bay State Psychological
Associates, Inc., a company that develops and publishes a range of human
performance services, including pre-employment assessment instruments, Dr.
Borofsky has participated in a wide range of ATP activities including
serving two terms as co-chair of the Association’s Industrial Division, and
two terms as ATP’s secretary. As a current member of the Board, Dr. Borofsky
has represented the perspective and interests of the smaller member
companies. On behalf of ATP, he has been actively involved in lobbying at
both the federal and state levels on the social benefits of test use. Dr.
Borofsky contributed to the development of Congressional pre-employment
screening policies, and served as a pre-employment screening consultant to
development, government, legal and law enforcement policies and programs.
Dr. Borofsky holds a Ph.D. in Clinical Psychology from Michigan State
University, and is a Diplomate in Clinical Psychology of the American Board
of Professional Psychology. Dr. Borofsky was also a faculty member at
Harvard Medical School for over 25 years.
